create virtual appliances based on gentoo linux

Albert Hopkins c82d5c781d teamplayer: set USE_TZ to False ... Although the documentation says it defaults to False, it seems to be getting set to True in my deployments. This explicitely sets it to false and also sets the TIMEZONE to UTC.		2015-03-01 11:45:06 +00:00
